R&E Networks empower communities in a time of unprecedented demands

A panel of national and international R&E network leaders came together recently for “R&E Networks at a Crossroads” during CENIC’s 2019 Conference.

The Square Kilometer Array radio telescope — the largest scientific facility on Earth — will generate more data per day than the entire global Internet when it comes online in the mid-2020s. SKA will help search for Earth-like planets, signs of alien life, dark matter, and black holes. It will be 10,000 times more powerful than any telescope currently used.

The project represents a tremendous opportunity for science, but it comes with a massive challenge to provide unprecedented computing power and historic data networking capabilities. It’s an example of the ever-increasing demands on research and education networks that serve data-intensive projects. These days, R&E networks find themselves at a crossroads with demands at all-time highs and budgets that have not kept pace.

A panel of national and international R&E network leaders came together at CENIC’s 2019 Conference to discuss the challenges networks face and what they’re doing to provide the high-speed connectivity and customized services that bolster scientific discovery and promote digital access. R&E networks have helped researchers solve some of science’s biggest challenges in fields such as natural disaster mitigation, climate change, medicine, and information technology. Networks also help bridge the digital divide, and provide new opportunities for online education and workforce training.

“It’s important to tell our stories,” said Jen Leasure, president and CEO of The Quilt, a consortium representing R&E networks across the United States. “As R&E networks need to do a better job of telling our stories through outreach and education about the impact of these networks and their services.”

Panelists Carlos Casasús (CUDI), Louis Fox (CENIC), Jen Leasure (The Quilt), Inder Monga (ESnet), Howard Pfeffer (Internet2), and Tripti Sinha (MAX) agreed that one of the greatest assets of R&E networks is their ability to collaborate. While commercial Internet service providers are characterized by competition, R&E networks thrive because of collaboration is fundamental to their work: the science and education communities they serve are frequently unbounded by discipline, institution, or geographic borders. Moreover, by working together, R&E network members typically enjoy reduced costs, shared expertise, shared services, advanced security, increased buying power, and economies of scale.

“Networks provide enormous capabilities and potential for serving all of the missions of our diverse research, education, library, arts and culture, health care, and government constituencies,” said Louis Fox, CENIC president and CEO. “We want to ensure that the valuable network resources and services we are entrusted to develop and operate serve these constituencies, help them further their work, and help them reach their most audacious and ambitious goals.”

Several leading networks are on the verge of major technology upgrades to support increasing traffic demands. The Department of Energy’s ESnet, the world’s fastest network for science, has experienced exponential traffic growth and is now moving more than a petabyte of data per week. As a result, ESnet is planning its next-generation architecture, ESnet6, which will deliver up to eight times more capacity. Internet2, the nation’s largest and fastest coast-to-coast R&E network infrastructure, saw traffic increase 2,500% between 2008 and 2016.

R&E networks drive innovation. Networks are designed to move huge amounts of data across the globe quickly, reliably, and securely, to accelerate scientific discovery that solves the big issues facing our world. R&E networks work together in a way that commercial providers cannot. “Research and education networks play a huge role in diminishing the gaps between the haves and have-nots,” said Carlos Casasús, director general of Mexico’s R&E network, CUDI (Corporación Universitaria para el Desarrollo de Internet).

Networking can supersede politics, and provide an important model for international collaboration. Seven countries signed an agreement in March to create a global governing body for the SKA telescope array. The body was modeled after CERN, Europe’s particle physics laboratory in Geneva, Switzerland. CERN’s scientific publications and resources are open source, freely available in a highly collaborative environment. It’s public science for the benefit of society.

R&E networks could help better identify national broadband gaps

Consumer sourcing and leveraging R&E networks to become Collaborative Networked Organizations, or CNOs, to manage the collection of broadband availability data could improve the quality and accuracy of the information, according to comments submitted to the NTIA this summer.

NTIA, on behalf of the U.S. Department of Commerce, requested comments on actions to improve broadband availability data, particularly in rural areas, as part of the national activities directed by the Consolidated Appropriations Act of 2018. Comments were due on July 16, 2018.

In total, 52 individuals and organizations submitted official comments this summer. The Quilt had the pleasure to work our member Merit, Michigan’s R&E network, and the Quello Center at Michigan State University, to craft a joint comment on how to enhance indicators of broadband access.

Much of America has enjoyed the benefits of broadband for years, but there are still areas of the country that don’t have the level of connectivity needed to keep up with modern society. According to the FCC, more than 30 percent of rural Americans currently live in areas that lack availability of broadband, which since early 2015 has been defined by the FCC as 25 Mbps down, 3 Mbps up.

Through this request, the NTIA seeks input from a broad range of stakeholders on ways to improve the nation’s ability to analyze broadband availability, with the intention of identifying gaps in broadband availability that can be used to improve policymaking and inform public investments.

In May, David J. Redl, Assistant Secretary for Communications and Information and NTIA Administrator, said the NTIA knows these gaps exist, but what isn’t known is precisely which areas of the country have insufficient broadband capacity. Added Redl, “that makes it difficult to ensure that public investments in infrastructure are efficient and effective.”

According to Bill Dutton, Director of the Quello Center, the comments provided on behalf of Merit and Quello offer an innovative approach to consumer sourcing of broadband availability data that builds off the FCC’s initiatives with crowd sourcing. It also leverages the strategic advantages of Merit, and the possibility of extending to other R&E networks that are members and affiliates of The Quilt.

“If successful, this approach has the potential to be scaled nationally,” Dutton explained in his blog. “The comment provides an overview of current approaches, the potential of consumer-sourced data, and an outline of their approach.”

R&E Networks deliver high performance, open access to information

In its December 14, 2017 meeting, the Federal Communications Commission (FCC) voted to roll back provisions that prevent Internet Service Providers from blocking or slowing particular parts of the Internet in favor of others. This is the concept known as “net neutrality.”

There is concern that rolling back net neutrality protections will have a negative impact on access to information and services vital for our schools, community colleges, universities, health care institutions, and other members of the research and education community.

The Quilt is a national coalition of Research and Education Networks, or RENs. The Quilt has always been and remains committed to supporting the missions of our member networks and will continue working to support the efforts of RENs to ensure that open access delivery models remain available to all stakeholders. Essential to our members are the concepts of transparency and control. As nonprofits, RENs are governed by boards and advisory committees made up of constituents who set the policies that determine how services are delivered. RENs do not block or discriminate against any legal applications or content traversing their networks and provide their user communities with operational visibility.

RENs are committed to making all of the Internet available to all users, and use a number of techniques to ensure the Internet performs well for users and does not limit access to services and content they desire. The Quilt conducts a rigorous RFP process to choose qualified vendors of Internet service that includes assurances that the full Internet is accessible, service is reliable, and prices are low. RENs also make direct “peering” connections with content providers where large amounts of traffic are exchanged. RENs and Internet2 also expand their peering capabilities with additional peering arrangements available through their networks. Additionally, content distribution networks operated by Akamai, Netflix and others are hosted inside REN networks to improve performance and access. It is this comprehensive, cost-conscious approach to maintaining great networking performance, reliability, and access that make RENs so special.

When the R&E community originally built the Internet, the principle of a free and open network was a key component to the innovation and evolution that led to the Internet as we know it today. Without it, we could not have created a network community of equals across different disciplines among the private and public sector worldwide. It is clear any change to that fundamental principle will change inter-networking which is why our primary focus is to make sure that the research and education community participates in a global Internet in an unrestricted capacity for all innovators.

The Quilt recommends MCNC’s Mark Johnson to FCC advisory committee

The Quilt has nominated MCNC Chief Technology Strategist Mark Johnson to serve on the Federal Communication Commission’s new Broadband Deployment Advisory Committee (BDAC) as a representative of the national research and education (R&E) networking community.

In January, FCC Chairman Ajit Pai announced the formation of this new federal advisory committee that will provide advice and recommendations for the commission on how to accelerate the deployment of high-speed Internet access. The BDAC is intended to provide a means for stakeholders with interests in this area to exchange ideas and develop recommendations, which will in turn enhance the FCC’s ability to carry out its responsibility to encourage broadband deployment to all Americans.

According to reports, approximately 380 nominations have been submitted for this committee with 17 seats available. The FCC intends to establish the BDAC for two years, with an expected starting date this spring.

The role of R&E networks in delivering advanced broadband Internet access for education, research and other community anchor institutions while also working to evolve the technology of the Internet itself provides an important perspective for the committee as it contemplates how to remove barriers to deployment.

The Quilt President and CEO Jen Leasure explained that because R&E networks like MCNC were established to meet the specialized needs of academic research in higher education institutions. The experience they have is particularly valuable for informing FCC policy for gigabit networks and beyond.

“Our country’s research and education networks and Mr. Johnson are well-positioned to contribute decades of leadership and experience in the deployment, management, engineering and operations of advanced Internet technologies at the local, state, regional and national levels,” wrote Jen Leasure in a letter of recommendation to Chairman Pai. “As independent, non-profit network builders and operators, R&E networks hold an invaluable role in this country’s broadband landscape that provides them with a unique perspective to contribute to discussions about removing barriers to broadband deployment.”

MCNC is a technology nonprofit that builds, owns and operates the North Carolina Research and Education Network (NCREN). MCNC has deployed fiber in 82 of 100 North Carolina counties and serves anchor institutions in all 100 counties on this vast, 2,600-mile network. MCNC also is committed to creating a market for dark fiber in the state to facilitate ubiquitous, gigabit residential broadband.

Johnson’s career encompasses 30 years of leadership experience in the management, engineering, and operations of Internet technologies. During his tenure at MCNC he has been responsible for operating a private microwave network and for a variety of fiber network technologies as a customer and constructor. North Carolina’s varied geography and mix of urban and rural communities means he has encountered all types of technical and regulatory obstacles in broadband technology deployment. And, Johnson has successfully worked with all types of entities in the broadband technology landscape to address these obstacles.

“The BDAC will be important in that it will advise the FCC on impediments to deploying advanced broadband Internet in rural areas,” said Johnson. “It’s important for MCNC and many of the country’s R&E networks because this is a strategic issue for us, and we want a voice in how those issues are framed. All of The Quilt members are pressing for better broadband to some degree, and it is also a critical issue for education so that everyone has access and connectivity.”

Johnson has received support from The Quilt as well as from many members of The Quilt who have written letters of recommendation. Internet2 has submitted a letter on his behalf and well as the North Carolina Wireless Research Center. N.C. Secretary of Commerce Tony Copeland has endorsed his nomination as well as Internet pioneer Jane Patterson and Joanne Hovis from the Coalition for Local Internet Choice (CLIC).

Mark is a founding board member of The Quilt, is a former board chairman, currently serving as its vice chair.  Mark is also a founding board member of the Schools, Health, and Libraries Broadband (SHLB) Coalition, a nonprofit, advocacy organization that supports open, affordable, high-capacity broadband connections for anchor institutions and their surrounding communities. If selected, he will represent the interests and missions of The Quilt research and education network community as a whole and is willing and available to serve a two-year term on the committee as well as participate as a member of any subcommittee(s).

The Quilt to present on CC*IIE at Internet2 Global Summit

The 2015 Internet2 Global Summit is being held through Thursday at the Renaissance Washington D.C. Downtown Hotel. Building on the success of the 2014 event, the theme for this year is “Community: Leading the way.”

The Quilt will lead a panel discussion on Wednesday geared towards R&E networks on Advanced Networking: Regional Collaboration Through its Campus Cyberinfrastructure – Infrastructure, Innovation and Engineering (CC*IIE) program.

The National Science Foundation funded five R&E networks for regional collaboration projects. These projects will disseminate information regarding advanced networking techniques, build bridges to distributed science communities, and share insights into technology options that can be tailored to solve advanced networking challenges faced by science collaborators and projects.

This session scheduled from 3 to 4 p.m. EDT in The Grand Ballroom will be available live online via Netcast.

Regional network representatives will showcase several of these innovative projects to demonstrate the key role of the regional networks in fostering collaboration among member institutions. Followed by this overview, the group will turn to a specific example of how the long history of collaboration and innovation among Ohio’s regional network community fostered by OARnet has been an engine in the success of several of its members receiving NSF CC*NIE/CC*IIE awards.

The scheduled panelists to be featured include Paul Schopis from Quilt Member OARnet; Marla Meehl UCAR / NCAR (University Corporation for Atmospheric Research); James von Oehsen of Clemson University; Thomas Skill of the University of Dayton; Roger Bielefeld Case Western Reserve University; Bruce Burton of the University of Cincinnati; Claude Garelik from the South Dakota Board of Regents; and Patricia Campbell from Quilt Member KINBER. The panel will be moderated by The Quilt President and CEO Jen Leasure.

“These awards were achieved through mutual support among constituents and the collaborative spirit of our R&E networking community. I’m looking forward to the discussion on Wednesday as we examine these projects more closely,” said Leasure.

The Global Summit is Internet2’s annual meeting that showcases how the R&E community is transforming the way networking is conceived and conducted. The 2015 meeting will focus on the advancement of research and education capabilities through collaborative innovations in IT infrastructure and applications and will feature keynote addresses from top R&E leaders, presentations from noted experts, and sessions focused on partnerships and advanced technologies. Internet2 Network Services also will give updates on efforts related to operational excellence, planning for the next iteration of the Internet2 Network, and a new security effort.

Most, if not all, plenary sessions will be available through live streaming online.

Networking leaders connect at Quilt Winter Meeting

Some of the country’s best in networking met last week to discuss advancements in research and education networks at The Quilt 2015 Winter Member Meeting in California.

The Quilt, a national coalition of advanced regional networks for research and education representing nearly 40 networks across the country, hosted the event with almost 100 participants from Quilt member organizations, affiliates and guests from throughout the country and world.

Representatives from the federal level also joined and included the National Telecommunications and Information Administration (NTIA), the Federal Communications Commission (FCC), and the National Science Foundation (NSF).

The formal event got underway with an informative briefing/overview of CC*IIE Regional Collaboration Awards featuring KINBER, OARnet, GPN, and FRGP. Kevin Thompson of the National Science Foundation provided an update from the NSF Division of Advanced Cyberinfrastructure.

Experts in cybersecurity from UEN, GPN, CENIC, Merit Network and MCNC organized a panel discussion to share insights into how their organizations are preparing for and responding to direct network attacks as well as attacks on member institutions.

And, finally, Jason Zurawski of ESnet gave a great presentation on understanding big data trends and the key role of regional networks in bridging needs and solutions. He added, “It’s not just infrastructure anymore, it’s an instrument.”

One of the more dynamic discussions featured a panel of representatives from the FCC who provided an overview of some of the commission’s broadband programs and opportunities available for research and education networks.

The Quilt President and CEO Jen Leasure said the organization’s bi-annual member meetings are designed to inform members on interesting topics for regional networks as well as provide a forum for members to leverage each other’s knowledge and expertise to collectively advance networking for research and education throughout the country.

“We saw excellent engagement among our members and our community partners at this year’s winter meeting,” she said.
