Dear Quilt RFP Recipient,

On page 3 of the PFP Essay (quiltrfpfeb2004_essay-1.doc), paragraph B, the
last sentence reads:

"Assume a minimum one-yaer contract term, but do not offer discounts based
on varying contract terms."

Please replace with:

"You must offer a one-year contract term to the QAB's, but you may also offer
longer terms, with appropriate discounts for multi-year contracts.  Do not 
price a term longer than 3 years."

That is, if you would like, you may offer lower pricing if an organization
chooses to sign a multi-year contract when they purchase a circuit from you.
