Where & When
to Submit your CIS RFP, and Quilt Contact
Items
3, 4, and 5 along with any materials requested
in these documents must be completed and returned to
the Quilt by January 24, 2008 by 11:59 pm EST. This set of
materials will comprise a vendor’s response to this
RFP. All RFP submissions are to be uploaded by
the Vendor to
an individual and secure Vendor Page maintained by
The Quilt through its Basecamp hub. Access
information and submission hub use instructions will
be forwarded under separate cover to individual respondents
upon receipt of a non-binding Letter of
Intent to Respond. If you did not receive the hub
instructions or your password information, please
contact Jen Leasure at

RFP Documents must be in a .pdf or Microsoft Office software
format. This is the only format in which RFP documents will
be accepted.

2008 RFP Updates and Clarifications
1)
1/07/08:
RFP and RFI due dates have been extended from
January 17, 2008 until January 24, 2008 at 11:59
p.m. eastern time.
2)
Proprietary Treatment of Vendor RFP Response

Based on the
nature of its membership structure, The Quilt
does not have the authority to sign a
non-disclosure agreement on behalf of its
members and authorized buyers with regards
to information contained within a vendor's RFP
response.

In addition, getting all Quilt
members and authorized Quilt buyer organizations
(approximately 150) to agree to and sign-off on a
single non-disclosure agreement for all RFP
respondents in a timely manner is deemed
impractical.

All materials submitted as
confidential by the vendor will be treated as
proprietary information and will be kept
confidential within The Quilt.
3) In its RFP Essay
document, The Quilt requests a copy of FCC form 445
that was filed with the FCC in compliance with the
Communications Assistance for Law Enforcement Act
(CALEA) be submitted with RFP responses.

On August 5, 2005, the Federal
Communications Commission, in response to a
request by law enforcement,
extended CALEA compliance to include
facilities-based internet service providers.

Facilities-based ISP's determined how CALEA
applied to their network and then submitted Form
445, to the FCC in which the provider disclosed
whether it planned to be in compliance with
CALEA by the announced 2007 deadline, and how it
planned to comply (e.g., TTP, industry
standards, or a custom solution).

If a vendor completed Form 445 in
2007, The Quilt requests a copy of the filing. This information is intended to be
made available to Authorized Quilt Buyers so
that they may assess their own network's CALEA
compliance requirements.
